The Reston Wegmans opened at 9 a.m. on February 1, 2023, at 11950 Hopper Street, on the ground floor of an apartment building in the Halley Rise neighborhood. It sits at Reston Parkway and Sunrise Valley Drive, on the south side of the Reston Town Center Metro station.
Halley Rise is the 36-acre mixed-use development around it. Besides Wegmans, Halley Rise now has two apartment buildings, a Panera Bread, a Chase branch, an urban farm and a Sunday farmers market. The new office towers, the hotel and the bowling and entertainment venue announced years ago have not.
A new developer took over the unbuilt land in 2025 and filed revised plans with Fairfax County this summer.
The Reston Wegmans opened in February 2023
Wegmans announced the store in 2018 and opened it more than four years later. The opening announcement from Wegmans describes an 85,000-square-foot store staffed by 425 employees, the company’s 110th store and its 15th in Virginia.
At opening, the store carried about 1,200 wines and nearly 500 beers and ciders. Its prepared foods counters served sushi, pizza, wings, soup, salads and subs, along with Asian-inspired dishes and a self-serve coffee station, and the seafood department took fish deliveries daily. Wegmans also offers curbside pickup and delivery from the Reston store through its app.
The store anchors the ground-floor retail in The Edmund, the first apartment building at Halley Rise.
Two apartment buildings and a handful of shops have opened
The first, The Edmund, is a seven-story building at 2025 Fulton Place that opened in 2021 with 353 apartments and the retail space that Wegmans now anchors. Brookfield Properties, the original developer of Halley Rise, sold The Edmund to Harbor Group International for $133 million in 2024.
The second, The Arbor at Halley Rise, is an eight-story building at 11990 Heafield Way developed by Akridge and The Meridian Group. It holds 480 apartments and celebrated its grand opening in June 2025, when advertised rents started at $2,077 a month. Seventy-two of its units are workforce dwelling units, set aside for households earning up to 70, 80 or 100 percent of Fairfax County’s area median income.
The Arbor’s ground floor has 8,660 square feet of retail space:
- Panera Bread opened at 2401 Fulton Place on April 23, 2025, in a 3,255-square-foot “urban format” café built around ordering kiosks and limited seating. FFXnow reported it as Reston’s first Panera in about six years.
- Visual Health Doctors of Optometry took a 1,370-square-foot suite and is now open at 2045 Fulton Place.
Chase also has a bank branch at Halley Rise.
Two older office buildings, One and Two Halley Rise at 12000 and 12018 Sunrise Valley Drive, predate the rest of the project. Each is six stories and about 190,000 square feet. No new office building has gone up at Halley Rise.
A half-acre farm grows food for Cornerstones
The Farm at Halley Rise, run by Up Top Acres, opened with the development’s first fall festival in October 2022. The farm covers just under half an acre and grows more than 30 vegetable, herb and fruit crops, along with beehives, a native flower garden, a rain garden and a meadow. It was set up to supply produce to the Cornerstones food pantry and other local food security groups. The Apex Fitness Park and a dog park beside one of the office buildings round out the open space built so far.
The farm’s fifth annual fall festival runs Saturday, October 17, 2026, from 11 a.m. to 2 p.m. at 12010 Sunrise Valley Drive. Pumpkin painting with pumpkins donated by Wegmans, face painting, bouquet making, garden bingo and lawn games are free, and a food truck sells lunch. The organizers note that the lot next to the farm recently changed management and now charges for parking.
A Sunday farmers market opened in the parking lot this spring
EatLoco Farmers Markets opened its first Fairfax County market at Halley Rise on March 29, 2026. The market runs Sundays from 9 a.m. to 1 p.m. in the Halley Rise lot near Reston Parkway and Sunrise Valley Drive, and this season it continues through the week before Thanksgiving.
EatLoco told FFXnow it aimed to open with about 50 vendors and had room to grow toward 200, selling farm goods, hot food, baked goods, crafts and personal care products. Leashed dogs are welcome, which sets it apart from the county-run Saturday market at Lake Anne.
Pinstripes, the movie theater and the timber office never arrived
Pinstripes, the bowling, bocce and restaurant chain, reportedly signed for a 20,000-square-foot space in 2019, and a Cinépolis movie theater was also discussed. Neither has opened, and FFXnow reported in August that both “don’t appear to have panned out.”
A timber office building, once expected to start in 2022, never broke ground. The hotel and the rest of the planned office space have not been built either.
A new developer took over the unbuilt blocks in 2025
Brookfield had plans to build out the 36-acre site since at least 2009, according to Bisnow. The Fairfax County Board of Supervisors approved the master plan in 2018, under the name Reston Crescent, for up to 1,721 homes, 380,000 square feet of retail, new office space and a hotel, timed to the Metro station then under construction to the north. Brookfield broke ground in 2019. At full build-out the neighborhood would hold about 4.1 million square feet of development.
Halley Rise Holdings LLC, an affiliate of Massachusetts-based WS Development, acquired the undeveloped parcels and the two existing office buildings in July 2025, FFXnow reported, citing county land records.
On July 31, 2026, Halley Rise Holdings filed revised plans with the county for the four unbuilt blocks. The total square footage stays the same, but much of it moves:
- Block D would hold two new office buildings with 775,000 square feet of space, including 75,000 square feet of retail, next to the existing One and Two Halley Rise.
- Block G would get 450 apartments and the 200-room hotel, with no office space.
- Block H, in the northwest corner, would get a 391-unit residential high-rise plus 800,000 square feet of office and 108,400 square feet of retail across three buildings.
- Block E keeps its existing parking garage, with 23,200 square feet of retail still allocated to it.
The filing also reworks about 5 acres of parks. A pedestrian path called the Mews would run from the Metro station to Heafield Green, a lawn with a food and drink pavilion, a performance stage and play areas. A neighborhood park and gateway plaza on Block H would host larger events such as farmers markets and street festivals.
We covered the filing block by block in Halley Rise Files New Plans for Reston. The application goes through county staff review, followed by a Planning Commission hearing and a Board of Supervisors vote.
Reston Crossing could redevelop the offices to the north
Halley Rise’s application points to a second redevelopment next door. Bernstein Management has proposed replacing the Reston Crossing office buildings to the north with up to 1,620 homes and towers as tall as 425 feet near the same Metro station. We explained that plan in Reston Crossing Explained.
The Silver Line stops just north of Halley Rise
The Reston Town Center Metro station on the Silver Line opened in November 2022, a few months before Wegmans. The Halley Rise blocks sit on its south side, along Sunrise Valley Drive between Reston Parkway and Edmund Halley Drive.
Drivers reach it from Reston Parkway or Sunrise Valley Drive. The surface lot next to the farm recently switched to paid parking.
Watch for the county review, the hearings and next year’s market
- County staff’s review of the July 31 application, which sets up the hearing calendar.
- A Planning Commission hearing and a Board of Supervisors vote on the revised blocks, once staff finishes its report.
- The EatLoco market’s 2027 season, after this year’s run ends the week before Thanksgiving.
