The Carlyle Group Inc. and EYA of Bethesda have initiated a bold step towards reimagining AT&T Inc.’s regional office campus in Oakton. This aging site, located at 3033 Chain Bridge Road, is set for a transformation into a vibrant residential mixed-use project covering up to 1.5 million square feet.
AT&T’s presence at this location dates back to 1981. However, with its lease expiring at the end of 2025 and the building’s deteriorating condition, the need for a major revamp has become evident. Recognizing this opportunity, Carlyle Group, after acquiring the property in 2022 from iStar Inc., has teamed up with master developer EYA to propose a comprehensive redevelopment plan.
The vision for this 33-acre site includes demolishing the current 444,000-square-foot office building and parking lot to make way for a “neighborhood destination.” The proposed plan includes up to 625 multifamily units, 375 townhomes, 120,000 square feet of retail, and 80,000 square feet of new office space. However, the final composition will adapt to future market conditions, featuring a new grid of walkable streets.
EYA’s concept drawings present a flexible design approach, with possibilities ranging from multifamily buildings with ground-floor retail to townhomes and additional office space. The development’s intensity is highest in the northwest section, with building heights reaching up to 120 feet, while the southeastern corner will house lower-intensity townhome developments.
This proposal has generated diverse opinions. While County Supervisor Dalia Palchik appreciates the project’s alignment with current housing and office space needs, groups like Options for Oakton express concerns about traffic and residential density. EYA, referencing successful projects like Eastdale Village and Birkdale Village, aims to create a community-focused development, avoiding the scale of larger projects like Reston Town Center.
The rezoning application lists Reston’s Cooley LLP as the land use attorney, with Studios Architecture and Land Design contributing their expertise in architecture and landscape design, respectively.
This redevelopment plan is more than just a transformation of a site; it’s a step towards redefining Oakton’s landscape and addressing the evolving needs of the community.
